# OpenAI Identifies Surge in Malicious Uses of ChatGPT by Chinese Groups
OpenAI has revealed that Chinese-linked groups are misusing ChatGPT for state-aligned influence campaigns. According to their threat intelligence report, suspected Chinese state actors are using the AI tool to generate content targeting critics of Chinese policies, create descriptions for AI social media monitoring tools, and develop code for surveillance systems tracking online discussions about Chinese political topics and human rights issues.
These AI-powered monitoring tools allegedly aim to identify calls for demonstrations against China's human rights record, with intelligence reportedly forwarded to Chinese embassies and intelligence services in countries including the US, Germany, and the UK. However, OpenAI notes they couldn't independently verify if AI-generated content was actually posted or if the monitoring tools were deployed at scale.
In response, OpenAI is actively identifying and blocking malicious accounts while working to prevent the misuse of their technology for misinformation, surveillance, and hacking purposes.
